New Mexico has a rocky gambling past. When the IGRA was signed by Congress in Nineteen Eighty Nine, it seemed like New Mexico might be one of the states to get on the American Indian casino bandwagon. Politics assured that wouldn’t be the situation.

The New Mexico governor Bruce King appointed a panel in 1990 to create a contract with New Mexico Amerindian tribes. When the task force arrived at an accord with two important local tribes a year later, Governor King refused to sign the agreement. He held up a deal until Nineteen Ninety Four.

When a new governor took office in 1995, it appeared that Amerindian betting in New Mexico was now a certainty. But when the new Governor passed the compact with the American Indian bands, anti-gambling groups were able to tie the contract up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the accord, thus costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, signed by the New Mexico house, to get the ball rolling on a full compact amongst the Government of New Mexico and its Amerindian tribes. 10 years had been burned for gaming in New Mexico, which includes Native casino Bingo.

The non-profit Bingo industry has grown since 1999. In that year, New Mexico not for profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and exceeded a million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since then. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the owners.

Bingo is clearly favored in New Mexico. All sorts of operators look for a slice of the action. Hopefully, the politicians are through batting over gambling as a hot button issue like they did in the 90’s. That is most likely hopeful thinking.
